Pratt Landing Project Presented at New Rochelle City Council Meeting

City of New Rochelle Mayor Yadira Ramos-Herbert opened the October 15th Council meeting, introducing Commissioner of Development Adam Salgado who in turn introduced Alex Twining of Twining Properties, who has been working on the Pratt Landing Project since 2015.  “Twining Properties focuses on urban mixed-use development.  That means housing, retail, offices, open space and hotels.  We also have done a lot of work on waterfronts,” Twining stated.

“Our Assembled Best-in-Class Design Team consists of Robert A.M. Stern Associates (RAMSA), Mathews Nielsen Architects, P.C. and Langan Engineering.  The State owns the Armory and is part of the environmental cleanup,” Twining noted.  The vacated DPW Yard will house the Pratt Landing facility and DPW yard was relocated to a brand new facility in an industrial area off I-95.  A new City Yard Waste and Refuse facility was constructed at 85 Beechwood Avenue.

Councilman Shane Osinloye mentioned that American Legion Post 8 is in his District and veterans have questioned him about the Armory’s use.  Osinloye replied that 1,000 feet at the front of the Armory will be earmarked for meeting space, including a bar.

Other significant Legislation included establishment of a Civilian Complaint Review Board (CCRB), the first component to New Rochelle’s Police Reform and Collaborative Plan with responsibilities including reviewing training protocols; examining the circumstance surrounding serious incidents; holding regular meetings with community leaders and interested residents to review data, discuss concerns, receive community comment and maintain ongoing, trust-building dialogue.

In 2021, New Rochelle City Council established New Rochelle Community Police Partnership Board (CPPB) as the first component of New Rochelle’s Police Reform and Collaborative Plan.  In December 2023, City Council accepted and adopted CPPB’s recommendation to create a review-focused oversight model as framework for community-police oversight in the City of New Rochelle.  The CCRB will be subject to a Public Hearing on Tuesday, November 12th.
