

New Rochelle Public Library Welcomes Jhenelle Robinson as New Assistant Director and James Vazquez as Director of Building Operations
The New Rochelle Public Library (NRPL) recently announced the appointment of Jhenelle Robinson as its new Assistant Director and James Vazquez as its new Director of Building Operations.
Robinson joined NRPL from the New York Public Library. With over 15 years of experience in urban library systems and a strong track record in program development, community partnerships, and library leadership, Robinson brings a dynamic, forward-thinking approach to public library service.
“I am thrilled to join the New Rochelle Public Library as Assistant Director, a role that aligns perfectly with my passion for delivering innovative library services, community engagement and empowering library workers,” said Ms. Robinson. “I’ve always been a secret admirer of NRPL, so when the Assistant Director opportunity arose, I knew I had to throw my hat in the ring. The library’s commitment to providing information access, delivering dynamic programming, and serving as a vibrant cultural hub truly inspired me to accept the opportunity when offered. I look forward to collaborating with the talented NRPL team to build on its strong legacy and create meaningful experiences for New Rochelleans.”
At NRPL, she works closely with Executive Director Eugenia Schatoff to implement the library’s strategic plan, oversee library departments, support staff development, and cultivate strong community partnerships.

Robinson began her career at The New York Public Library, where she served as a Senior Young Adult Librarian before transitioning to roles as a School Media Specialist at the Academy of Mount St. Ursula and the NYC Department of Education. In 2023, she returned to NYPL as Managing Librarian of Programs and Outreach at the Stavros Niarchos Foundation Library. There she oversaw a wide range of programs and services, managed a team of librarians and outreach staff, and worked closely with Library senior leadership to advance the organization’s mission. Her work has focused on building strategic partnerships, piloting innovative programs, expanding community outreach, and ensuring inclusive access to library resources.
Robinson holds a Master of Science in Library Science from Clarion University, a Master of Education in Diversity and Equity from the University of Illinois Urbana-Champaign, and a Certificate of Advanced Studies in School Librarianship from Syracuse University. She earned her Bachelor of Arts in English from Hunter College. A Bronx resident, Robinson also serves as Chair of the Education Committee of Bronx Community Board 7 and previously chaired the New York City School Library System Library Council.
The library also announced the appointment of James Vazquez as its new Director of Building Operations.
Vazquez brings more than 35 years of experience in facilities management, building maintenance, and operational leadership to NRPL. His career has spanned residential, academic, and health facilities, with expertise in HVAC, plumbing, electrical systems, security, fire safety, and custodial services. He has led both union and non-union teams, managed large-scale capital projects, and directed operations across complex, multi-building environments.
“I’m excited to bring my many years of experience in building operations and facilities management to the New Rochelle Public Library,” said Vazquez. “I look forward to applying my knowledge to help NRPL’s facilities continue to evolve into a first-class space that supports learning, innovation, and community connection.”
Most recently, Vazquez served as Maintenance Manager and Chief Engineer for KW Property Management, overseeing the daily operations and infrastructure of two 76-unit luxury condominium buildings. Prior to that, he held leadership roles at NYC College of Technology, where for over two decades he directed operations of the college’s 1,000,000 square foot campus and spearheaded numerous construction and renovation projects as Chief Administrative Superintendent and Project Manager.
At NRPL, Vazquez is responsible for the comprehensive maintenance and operations of both the Main Library and the Huguenot Children’s Library. His duties include oversight of all mechanical systems, management of facilities RFPs and grants, vendor and contractor oversight, and supervision of maintenance staff.

A resident of Yonkers, James holds degrees from NYC College of Technology and Power Memorial Academy.
