Wide Variety of Consent Agenda and Resolutions Presented at Legislative Meeting

City of New Rochelle Mayor Yadira Ramos-Herbert called the February 17th Regular Legislative Meeting to order, beginning with the Consent Agenda, Webster Avenue State/Local Master Agreement Resolution authorizing the implementation and funding in the first instance 100% of the Federal-Aid and State “Marchiselli” Program-aid eligible costs, of a Transportation Federal-Aid Project, appropriating funds.

Next, Proposed Amendment to City Code re: Parking Regulation Changes (Westchester Place) Ordinance amending Section 312-83, Schedule XII: Parking Prohibited at All Times; Section 312-85, Schedule XIV: Time Limit Parking, and Section 312-87, Schedule XVI: No Stopping or Standing, of Chapter 312, Vehicles and Traffic, of the City Code (Westchester Place).

Proposed Acceptance of New York State Office of Mental Health (OMH) CARES UP Grant Program Ordinance accepting a CARES UP Grant Award from NYS Office of Mental Health and Amending Ordinance No. 198 of 2025, Budget of the City of New Rochelle for 2026.

Establishment of a Cannabis Excise Tax Trust Account and Related Requirements Resolution authorizing establishment of a Cannabis Excise Tax Trust Account and approving the proposed 20% allocation percentage and proposed eligible uses (sponsored by Councilmember Sara R. Kaye).

Approval of the reappointment of Wilbert Ortiz to the New Rochelle Board of Ethics by the City Manager.

Resolution accepting the Draft Generic Environmental Impact Statement (DGEIS) as complete pursuant to the State Environmental Quality Review Act (SEQRA).

Proposed applications for NYS Department of Transportation (DOT) Transportation Alternatives Program (TAP) Grant Applications to NYSDOT for four Complete Streets and Active Transportation Projects.

Resolutions encompassed Settlement of Claim re: Workers Compensation filed by David DeJesus; Acceptance of Metropolitan Transportation Authority’s Offer for Permanent Exclusive and Non-Exclusive Easements in connection with the Penn Station Access Project (PSA); and finally, Proposed Resolution Amending Condition No. 4 of Resolution 129-2010 regarding the Special Permit for Hudson Country Montessori School, pursuant to Article XII of New Rochelle Zoning Code.
