City of New Rochelle Approves Transformative Mixed-Use Waterfront Development Project

The City of New Rochelle announced site plan approval for Pratt Landing, a landmark mixed-use waterfront development set to redefine and reconnect the city’s downtown to its vibrant shoreline. This milestone paves the way for the official launch of the transformative project, which recently completed a comprehensive public review process that exemplifies New Rochelle’s commitment to transparency, collaboration, and sustainable, inclusive growth. 

The public-private partnership between the City of New Rochelle, State of New York and New York-based development firm Twining Properties will reimagine a former industrial brownfield site along the Long Island Sound into a vibrant, mixed-use community – featuring over 300 residential units, including 99 condominiums, a hotel, over 40,000 square feet of commercial space, and thoughtfully integrated public amenities. Anchoring the development is the historic restoration of the New Rochelle Naval Armory, which will be revitalized to include dedicated veterans housing and community spaces.

Key features of Pratt Landing include:

Approximately 800,000 square feet of residential and retail space, including over 300 residential units, 99 condominiums, 150 hotel rooms, and over 40,000 square feet of commercial space, supported by onsite parking

A restored waterfront and “Living Shoreline,” designed by acclaimed landscape architects Mathews Nielsen Landscape Architects (MNLA), featuring educational signage, walking paths, park areas, and an observation point for visitors to experience and learn about the renewed natural asset

A reimagined Armory Drill Hall to be used as a premier event and community gathering space

The Armory Veterans Center to celebrate and support veterans, offering a fully ADA-accessible central hub for coordinated services, programs, and community activities

Sustainable green building practices and coastal resiliency measures at every level, to protect the shoreline against climate change — leaving a lasting legacy for future generations

Expanded Community connections with streetscape enhancements and direct access to the waterfront from Main Street, expanding the city’s reach and appeal while preserving and enhancing its character

A robust economic impact, delivering vital infrastructure, retail, and hospitality offerings while supporting local job creation and growth

Pratt Landing is a reflection of the City of New Rochelle’s broader redevelopment strategy, which since adopting the Downtown Overlay Zoning, has delivered over 5,000 new residential units and numerous public amenities across downtown. The Pratt Landing design team is being led by Robert A.M. Stern Architects (RAMSA). Construction of Pratt Landing is set to begin in 2026 and anticipated to reach completion by 2029.
